A Banana Republic Tax Base

The US has a  problem, tax receipts at a percent of debt is a joke.  Impossible!  The OMB estimate for 2012 is far too optimistic.  This system is mostly about handoffs for the rich.  81% in WSJ/NBC poll want a million income surtax.
